Ar. Prof. WONG Kam-sing is currently Chairman of Wu Zhi Qiao (Bridge to China) Charitable Foundation, Distinguished Department of Architecture Fellow at the University of Hong Kong, Adjunct Professor at the Chinese University of Hong Kong, and Honorary Professor at Hong Kong Chu Hai College. Since the 1990s, he has become a registered architect and developed expertise on sustainable architecture and research. Pioneering architectural cases such as the environmentally-friendly public housing estate Verbena Heights and Hong Kong’s first carbon-neutral demonstration project CIC-Zero Carbon Park represent some of his sustainable design innovations in the challenging urban context of Hong Kong. Between 2012 and 2022, he was appointed as the Secretary for the Environment, Hong Kong SAR Government. During his ten-year tenure as the Secretary for the Environment, he launched a comprehensive series of sustainability policy blueprints, leading Hong Kong towards carbon neutrality before 2050.

Ir Prof. Frank CHAN is a Hong Kong Deputy to the National People's Congress and the Senior Vice President of the Hong Kong Institution of Engineers.

He was the former Secretary for Transport and Housing, overseeing policy and strategy, development and implementation of housing, logistics, air services, land and maritime transport. He was the Chairman of the Hong Kong Housing Authority, the Hong Kong Maritime and Port Board, the Hong Kong Logistics Development Council and the Aviation Development and Three-runway System Advisory Committee. Prior to that, he was the Director of Electrical and Mechanical Services, spearheading policy initiatives and law enforcement on energy efficiency and safety of railway, tramway, ropeway, gas, electricity, lift, escalator and nuclear power.

Ir Joseph LO is the Head of Project Strategy and Governance Office (PSGO) of Development Bureau leading the dedicated office with multi-disciplinary professionals for driving innovation; implementing strategic initiatives to enhance capabilities in cost surveillance and project governance; adopting a holistic approach to strengthen cost management, improve the performance of public works projects, and uplift project delivery capability; as well as enhancing collaboration with international counterparts and local industry stakeholders.

Ir LO is graduated from the University of Hong Kong and is a fellow of the Hong Kong Institution of Engineers. Ir LO joined the Government in 1999 and has since then worked in Development Bureau and various government departments including the Highways Department and Civil Engineering and Development Department.

Ir Arthur LEE serves as the Commissioner for Climate Change in the Environment and Ecology Bureau of Hong Kong SAR Government, spearheading the city’s efforts in combating climate change and advance sustainable development toward the ambitious goal of carbon neutrality by 2050. Together with the Office of Climate Change and Carbon Neutrality, Ir LEE adopts a whole-government approach to formulate comprehensive decarbonisation strategies. His office collaborates with local, Chinese Mainland and overseas authorities and stakeholders to promote low-carbon development while mobilising community-wide participation to foster environmental sustainability and drive the growth of green economy.

Ir Sunny LEE is the Board Chairman of Hong Kong Applied Science and Technology Research Institute Company Limited. Ir LEE is a veteran in innovation and technology leadership, with over 40 years of experience in business and technology management in Hong Kong and abroad.

Ir LEE is an independent non-executive director of SUNeVision Holdings Ltd., MTR Corporation Limited and BOC Hong Kong (Holdings) Limited.

Over his distinguished tech-focused career across multiple sectors, Ir LEE is the former Vice President (Administration) of the City University of Hong Kong. He was Executive Director, Information Technology (IT) for the Hong Kong Jockey Club and Chief Information Officer of The Hong Kong and China Gas Company Limited. Previously, he was Vice President and Systems Director of Bank of America in Hong Kong, where he was instrumental in building up the bank's IT capabilities to support its business expansion in Asia.

Ar. Clarence LEUNG has over 30 years of professional experience in real estate development in Hong Kong and Chinese Mainland. He has practiced in architectural consultants and held key project management positions with major developers in Hong Kong. He has managed and delivered a number of large scale residential commercial and mixed-use development projects in Hong Kong and Chinese Mainland.

Ar. LEUNG graduated from the University of Hong Kong with bachelor’s degrees in Arts and Architecture. He is an Authorised Person, a Registered Architect in Hong Kong and a fellow member of The Hong Kong Institute of Architects (HKIA). Ar. LEUNG has been appointed by the Development Bureau as a Member of the Construction Industry Council (CIC) since 2022 and serves as a director of the Hong Kong Green Building Council. He is Chairperson of the Committee on Environment and Sustainability and Chairperson of the Management Committee on Technically Competent Persons Registration Scheme under CIC. Ar. LEUNG is an appointed member of the Appeal Tribunal (Buildings Ordinance). He is also a member of the Building Sub-committee, the Real Estate Developers Association of Hong Kong and a member of the examiner’s panel for professional accreditation, HKIA.

Prof. LI Xiangdong is a distinguished scholar in environmental science and sustainable urban development. In 2022, he received the prestigious Clair C. Patterson Award (Innovative Breakthrough in Environmental Biogeochemistry in the last decade) from the Geochemical Society for his pioneering research in regional contamination, urban air PM2.5 pollution, and the origin and dissemination of antimicrobial resistance.

His groundbreaking research project “Unravelling the Black Box between Air Pollution and Public Health for Transformative Air Quality Management” was awarded HK$44.52 million from the Research Grants Council Theme-based Research Scheme in 2022/23. The project aims to identify the key toxic components and their associated sources responsible for PM2.5 health effects and develop effective and economical strategies for air quality and public health.

He is the Director of the State Key Laboratory of Climate Resilience for Coastal Cities, which was established in July 2025. He has led numerous research projects funded by the the Research Grants Council (RGC), National Natural Science Foundation of China (NSFC) and the University Grants Committee (UGC) Area of Excellence Scheme. He has published over 250 papers in prestigious international journals and authored more than ten publications that rank among the top 1% most cited papers in Environment/Ecology, according to the ISI database.

Ir Simon LIU is the President of the Hong Kong Construction Association. He is the Director of Build King Construction Limited and has 40 years of Chinese Mainland, Hong Kong and overseas experience in civil and building construction.

He is also the member of the Construction Industry Council, Chairperson of the Construction Industry Training Board, Member of Hong Kong Institute of Construction Management Board and an Advisor to the Infrastructure Rating System Committee of Hong Kong Green Building Council. In addition, Ir LIU is a member of the Pneumoconiosis Compensation Fund Board (PCFB) and concurrently serves as a member of the Committee on Research and the Chairman of the Committee on Prevention of the PCFB.

Dr. CHEUNG Tin-cheung is the Chairman of the Hong Kong Green Building Council. He is also an Adjunct Professor of City University of Hong Kong, the University of Hong Kong and the Technological and Higher Education Institute of Hong Kong.

Dr. CHEUNG was previously Director of Buildings in the Government of Hong Kong Special Administrative Region and received the Silver Bauhinia Star Award in 2019 for his dedicated and meritorious service to the Government, particularly in promoting building safety and a sustainable built environment in Hong Kong. He previously also served as an Honorary Professor in the Department of Building and Real Estate at the Hong Kong Polytechnic University (PolyU) and is a recipient of the Outstanding PolyU Alumni Award in Professional Achievement.

Mr. Freeman CHEUNG is an esteemed environmental leader serving as President of the Hong Kong Institute of Qualified Environmental Professionals (HKIQEP) since 2022 after co-founding the organisation in 2015. He also served as Chairman of the Hong Kong Institute of Environmental Impact Assessment and President of the Environmental Management Association of Hong Kong.

He holds the role of Senior Vice President, Environment, at AECOM where he specialises in enhancing ESG performance and implementing innovative climate resilience and nature-positive infrastructures to combat climate change. He has led many environmental impact assessment studies and is well known for air quality management. He is a member of the Environmental Impact Assessment Appeal Board Panel and serves on the Advisory Committees on Environmental Science for both the Chinese University of Hong Kong and City University of Hong Kong. A dedicated educator, he regularly lectures on environmental science and impact assessment at leading local universities.

Ir Dr. Johnny CHEUK obtained his PhD in Geotechnical Engineering from Cambridge University, and is currently the Senior Vice President and Hong Kong Executive Leader at AECOM. He has led major infrastructure projects, delivering engineering solutions to both public and private sectors. Named The Hong Kong Institution of Engineers (HKIE) Young Engineer of the Year in 2013, he is recognised for his contributions to Hong Kong’s development. A thought leader in the industry, he champions engineering excellence through roles in professional bodies. He is currently the Chairperson of Institution of Civil Engineers Hong Kong Association, a Council Member of HKIE, and has served as Chairman of HKIE Geotechnical Division. He is also an Adjunct Professor at HKU and HKUST, and serves on advisory boards for Hong Kong Polytechnic University and the Vocational Training Council.

Ir HO Chi-shing is a distinguished practicing engineer and barrister with extensive expertise in engineering, law, and sustainability. He holds a BSc (Engineering), MBA, Post-graduate Diploma in Software Engineering, the Postgraduate Certificate in Laws (PCLL) from the University of Hong Kong (HKU)​, and an LLB from Manchester Metropolitan University, UK. Currently, he serves as the Chief Executive Officer of BEAM Society Ltd, Chairman of the Hong Kong Quality Assurance Agency, a Barrister-at-law at the High Court of Hong Kong, and an Adjunct Associate Professor at HKU, teaching engineering and legal subjects.

Previously, Ir HO was the Chief Building Services Engineer at the Hong Kong Housing Authority overseeing building service installations for public housing projects. He is a Chartered Engineer, a fellow of CIBSE, and a Corporate Member of HKIE. Ir HO is a Director of the Hong Kong Green Building Council, Co-Convener of UNESCO HK's Green & Sustainable Finance Committee and an advocate for green finance, sustainability and the BEAM Plus (Building Environmental Assessment Method) to enhance the built environment.

Ms. Grace KWOK is the Chairman and Executive Director of Allied Sustainability and Environmental Consultants Group Limited as well as the Chief Sustainability Strategist of AEC Capital. She is currently the Chairman of the Hong Kong Special Administrative Region Environmental Campaign Committee, member of the Advisory Council on the Environment and the Energy Advisory Committee, and serves on the board and/or committees of various public and professional bodies, including HKIQEP, HKGFA, GRESB, USGBC and IWBI. Ir LEUNG Chi-fung is the Director – Operations at the Business Environment Council (BEC). With over 25 years of experience, he has played a pivotal role in advancing sustainability across Hong Kong. He is a Fellow Member of the Hong Kong Institution of Engineers, a Professional Member of Hong Kong Institute of Environmental Professionals, and a member of the Green Building Faculty.

At BEC, Ir LEUNG oversees a broad portfolio of projects covering green building consultancy, energy and carbon auditing, waste management, ESG strategy development, award and funding programs, and stakeholder engagement.

He is also a frequent speaker and trainer, engaging audiences from university students to senior corporate leaders. His technical expertise and strategic guidance have helped numerous organisations in both the public and private sectors adopt environmentally responsible practices and progress toward their net-zero goals.

He is currently the Honorary President of the Hong Kong Construction Subcontractors Association, Honorary Chairman of the Hong Kong Marble & Granite Merchants Association, and is a founding member of the Construction Charity Fund.

Mr. NG actively serves on various public platforms. He is currently a member of the Construction Industry Council and Chairperson of the Construction Workers Registration Board. He has also been appointed to many public positions by the Development Bureau, Labour Department, Occupational Safety and Health Council, Mandatory Provident Fund Authority, Administrative Appeals Board, Occupational Deafness Compensation Board.
